In the front of the Picture Pages (AKA: AOPA's illustrated guide to P
& O) under the L code system tab it gives a history of L codes. It
says that in 1979 an L code demonstration project was started in South
Carolina, after that it was adopted nationally. Hope that helps a bit.
I believe the system as we know it today was done around 1978. I
remember here in New Jersey a large group of members of the P&O Society
got together and went over the coding changes. Many of the original
people are since gone.
I'll see if anyone else here remembers in NJ.
