The Ways and Means Committee announced yesterday that the Medicare
conference report will include a three-year Medicare payment freeze
(2004-2006) for orthotics and prosthetics as well as durable medical
equipment.
Further, the conference report calls for a transition to competitive
bidding for off-the-shelf orthotics and DME beginning in 2007 in the
largest metropolitan statistical areas across the county. The
competitive bidding program exempts from competitive bidding all
prosthetic services and orthotic services that are custom-made or
custom-fitted.
House Republican leaders predicted that a vote on the Medicare bill
could come as soon as Friday with the Senate voting on the conference
agreement soon after.
Because of the negative effects that a payment freeze will have on the
field and the patients who require O&P services, AOPA is making every
effort to exempt O&P from any Medicare payment freeze.
As further details about the conference report become known such as
allowing physical therapists to prescribe and provide a wide range of
services, including O&P services, to Medicare beneficiaries, we will
update members of the listserv.
