I just realized something that I've not yet seen anyone else address with regard to the proposed LCD.
The proposed language does not include the long standing exception for bilateral amputees with regard to function level descriptions.
The missing language is as follows: It is recognized, within the functional classification hierarchy, that bilateral amputees often cannot be strictly bound by functional level classifications.
