Justification for amputee to get Shoes and Inserts

I am having problems justifying the need for an amputee to get non Diabetic shoes and Custom Insert for sound side, any ideas? patients have auto or work comp. I cant find a diagnosis stating to relieve pressure and stabilize patient. LOL.
 
Also I read somewhere amputee patients with Medicare who are diabetic can only get paid for the sound side? How do you offset the other shoe? Is this even true?
 
Please help, these shoes are driving me crazy :)
