This is my cover letter to my political Represenative's. I would hope many
are sending a copy White Paper to their political representatives. Make

My name is Jake R. Wood, C.P., F.A.A.O.P., and I am a constituent, a sole
practitioner and a small business owner of Orthotics and Prosthetics
Associates, a Nationally Accredited Facility recognized by the American Board for
Certification in Orthotics, Prosthetics and Pedorthics, Inc. I have been
making artificial limbs and practicing in the field of prosthetics for over
39 years. For most of these 39 years, it has been a rewarding experience;
however, never have I been so frustrated with the current bureaucracy and
state of health care.
I am requesting your assistance, as my political representative, to
support and participate with the accompanying “White Paper” which was created at
the request of the Senate Finance Committee in May 2012. My patients and
profession are suffering and are presently under attack in a system of
entrapment, lack of due process and financial devastation because payment for
my services is based on “physician’s personal records and evaluations”
which we cannot control. This significantly delays patients receiving their
much-needed prosthetics, and greatly compromises patient care.
The White Paper was assembled by the VGM Group, Inc., parent company to
OPGA in response to the Senate Finance Committee Request. The VGM Group is
the largest association of independent DME providers in the country, and OPGA
is the largest association of independent orthotic and prosthetic
providers. In assembling the White Paper, OPGA worked with VGM to ensure the
interests of independent orthotic and prosthetic practitioners were included in
the final recommendations that pertain to all DMEPOS providers. The White
Paper describes the lack of oversight of audit contractors and the impact
of CMS audits on patient care and business operations of DMEPOS providers.
This White Paper was submitted in May 2012 and the recommendations included
were part of a report released by the SFC in February 2013.
