My original post follows at end. Thanks to all that replied. An additional
note, the vet was informed that he had to use VA benefits.
I received numerous responses. In summary veterans can use their Medicare
benefits as they choose. The VA will not pay for any repairs or supplies for
any non-VA procured devices. There is no difference whether the vet is
service connected or not. The vet would be required to pay any deductibles
or co-insurance just like any other Medicare patient. The only exception is
if the vet has assigned his Medicare benefits into an HMO, then they are
required to follow the HMO rules to access their Medicare benefits, just
like everyone else. Assignment of Medicare benefits to an HMO does not alter
the VA benefit at all.
I still am not able to locate any definitive written policy that
specifically addresses this issue.

What are the criteria for the veterans access of Medicare benefits?
>Am working with a non-service connected veteran that would prefer to use
Medicare vs VA. Any guidance would be helpful.
