To the O&P profession,
With all due respect, please keep in mind that this
result was more than just dodging a bullet. This was a
professional collaboration, one of the few truly
collaborative efforts that looked beyond our typical
professional encampments, and one that proved what we
could do as a united profession/voice. In September of
2004 in Baltimore,MD, AAOP; ABC; AOPA; BOC; NAAOP; and
several other professional organizations joined
together to testify at the Medicare PAOC meeting on
competitive bidding. The objective was to present the
O&P professions justification behind the need to
exclude O&P from the competitive bidding process.
During that PAOC meeting, the collaborative efforts
that the O&P organizations put forth before the PAOC
committee to explain our rational and clinical
justification behind the need to speak out against
Medicares misguided attempts to include O&P in the
competitive bidding process, eventually played out to
prove what we can do when we set aside our smaller
interests for the greater good of our patients. I want
to acknowledge that a lot of work has occurred since
that initial effort. Unfortunately it took almost 4
years to see the fruits of all of these efforts.
Please extend kudos to Jeff Yakovich and the team he
assembled to develop his presentation for the PAOC
meeting. A special Kudos needs to go out to Peter
Thomas and NAAOP for both the work they did at the
PAOC meeting in Baltimore, but also for their
continued work throughout this process on behalf of
our profession. Also recognize the significant
contribution that BOC put forth to present a unified
voice opposing Medicares desire to include O&P in the
competitive bidding process. Nancy Cannon, PT, and
Teresa Kelechi, RN, who were members of the O&P panel,
also need to be recognized for their contributions to
this process. My apologies to all those who have been
part of this process and are not named here. Despite
the differences that existed between the entities
represented in the PAOC panel, we made a concerted
effort to look beyond our differences so that we could
address the greater good that was at stake. I hope
that the final results are that O&P has been for the
most part excluded from the competitive bidding
process. But let this also serve as a reminder that we
can never relax our guard, and that the results of our
efforts are not always immediate or even recognized.
The best interest of our patients must always be the
primary concern. Infringement, encroachment, and the
degradation of our professional presence in the
rehabilitative process are also a concern. Only
through the diligent efforts of the individuals and
organizations who step forward to represent our
professional interests will O&P remain preeminent in
the provision of quality O&P services to the patients
we serve.
With all due respect,
Mike Madden, CPO
