Born Dec. 1, 1925, in Portland to William and Marie Bartels, Bill grew up in
Southeast Portland, graduating from Benson High School in 1944. While in

Upon graduation he enlisted in the Navy and served two years in the Pacific

After serving, he enrolled at Oregon State College, graduating in 1950 with
a degree in education, and moved on to receive a certificate in physical
therapy from Stanford University, followed by an apprenticeship and
certification in orthotics.
In 1953 Bill opened Wm. L. Bartels Orthopedic Appliance Co. in Northwest
Portland, a business he owned for 35 years. He became renowned for his
contributions to and developments in the field of orthotics and prosthetics,
teaching and lecturing internationally.
In 1974 Bill and Gloria relocated the family to Gaston where he pursued his
