The National Fight for Prosthetic Parity In This Issue
Last year, eight states introduced prosthetic parity bills into their legislatures. There are currently 23 states working to advance prosthetic coverage. With the ACA's help, these states are developing and implementing campaign plans and introducing legislation to ensure prosthetic coverage.
Legislative sessions commenced all across the country in January. The campaign committees are working with the ACA to prepare for lobby days, to gather testimony for legislative hearings and to expand their activist base to support their state bill.
Several states recently completed the 10 in 10 initiative, in which activists in each state gathered 10 signatures within 10 days to increase the number of activists working on the parity issue in a short span of time. The initiative was a great success in Pennsylvania, New York, North Carolina, and Connecticut.
Many state committees, including Oregon and Texas, are working with the ACA to bring activists to the Capitol to meet with their legislators. And Virginia is planning a day of education to raise awareness about orthotic and prosthetic care. We've also started to reach out to key leaders and decision-makers at the federal level to build toward legislation at the congressional level in the future.
With six laws on the books and 23 states in play already this year, over half the country is now part of this exciting campaign! This is what can happen when a national organization takes unprecedented steps to meet its constituents' needs. But this story is really about the progress that can be made when advocates, individuals, practitioners and industry partners work together. We look forward to continuing working with our members and partners to make even more progress!

On February 15, the Amputee Coalition of America joined America Online (AOL) staff for a preview of the film Emmanuel's Gift, followed by a conversation with Emmanuel and the directors, Lisa Lax and Nancy Stern.
After the event, volunteers returned to the ACA's office for a volunteer opportunity to help support the national campaign for prosthetic coverage.

Taking Action and Making Change!
Welcome to the Activist Corner , a new column in our Access to Care newsletter. The Activist Corner will feature individuals, groups or organizations that are working to make change in their communities. We will also feature effective techniques and tips to help activists make the most of their time and resources.
Activists all across the country are going above and beyond to help advance parity in their state!
Dennis Huysman, a prosthetist in Connecticut, worked with his staff to organize a statewide petition drive. They put petitions in their lobby, and staff have been actively collecting signatures from patients who visit their facility. They also reached out to facilities across the state, asking them to participate. They collected 130 signatures in less than 10 days. Through continued, proactive efforts, they have more than doubled the number of signatures since then!

Gathering petition signatures is easy. It is just talking to the people in your life about why prosthetic parity is important and asking them to sign a document in support of a parity bill.
Get Involved: Collecting Petitions
1. Visit the ACA's online Action Center (www.amputee-coalition.org/advocacy).
2. Click on TAKE ACTION on the left-hand sidebar.
3. Print out the sample petition under the section titled How to Make a Difference. The sample petition can also be found in our online organizing kit (www.amputee-coalition.org/advocacy/toolkit).
4. Sign the first line of the petition.
5. Get nine of your friends, neighbors, colleagues and family members to sign on in support.
6. Send it back to the ACA via fax (866/599-8994) or mail ( P.O. Box 73725, Washington, D.C. 20056).
What will happen with the petitions?
We will make copies of each petition to share with legislators. Each signature represents someone who supports prosthetic parity. A large number of petitions makes a strong statement!
We will also keep all of the petition signers updated on simple ways to take action and keep the campaign going strong.
Your help counts! Take action today and help us make change for the better!
ACA Releases National Survey on Coverage Restrictions
Current restrictions include:
* No coverage for repairs or replacements
* Increased co-pays, deductibles and out-of-pocket expenses
* A cap on benefits if a patient receives a prosthesis from another insurance company
* Annual caps of $1,000 to $5,000
* $2,500 to $7,000 maximum lifetime cap
* One prosthesis per lifetime.
The ACA recently put out a survey demonstrating the widespread problem with insurance coverage for amputees throughout the country. It hammers home the need for prosthetic parity legislation!
The survey was done in partnership with Hanger Orthopedic Group, Inc. With their support, surveys were sent to facilities in 10 different states. The results were collected by the practitioners and office administrators. Personal identity information for individual patients was removed. ACA then compiled the data.
The surveys found that at least 38 different companies are limiting coverage through various restrictions, including financial limits, increased co-pays and coverage exclusions.
New States Join the Fight for Prosthetic Parity
Bills are moving in:
* New York
* Pennsylvania
* New Jersey
* Connecticut
* Iowa
* Texas
* Oregon
* Michigan
* Ohio
* Virginia
* Tennessee
The Amputee Coalition of America has a couple of new state partners in their national campaign to advance parity legislation. Missouri and Indiana are both working to build committees to introduce bills in 2008.
A group of prosthetists worked with the ACA to convene a meeting in Missouri in February to discuss initiating a campaign. They are in the process of forming a campaign committee and identifying a sponsor. They already have a strong group of supporters. And they may already have a lead on a potential sponsor for the bill.
Senator John Griesheimer has introduced a bill in Missouri that would require coverage for computerized prosthetic devices. While this is a great start, the new campaign committee is jumping into action and reaching out to Sen. Griesheimer to push for comprehensive coverage in order to meet the needs of a larger group of amputees and protect access to repairs and replacements.
Allen Dolberry, CPO, and Kevin Hagemeier, CPO, approached the ACA in Fall 2006 to discuss launching a campaign in Indiana. We have worked with them over the past few months to start laying the groundwork. They are holding their first organizing meeting in March. They are also working to identify a sponsor, and discussions are under way regarding a series of organizing events planned over the summer to build support.

A bill for prosthetic coverage was just introduced into both the state house and senate in our home state of Tennessee. This is very exciting!
In Spring 2006, we met in Nashville with a group of stakeholders from the Tennessee Association of Orthotists and Prosthetists to discuss launching a bill in Tennessee. Throughout the spring, we developed bill language and did initial outreach to build a campaign. In the summer, we held a series of community meetings in Memphis, Knoxville and Chattanooga.
Coming out of the meetings, we continued to work with the state association and local partners to keep up the momentum. These efforts have paid off! HB 2145 was introduced by Representative Frank Niceley. SB 2147 was introduced by Sen. Tommy Kilby. The senate bill was referred to the Commerce, Labor & Agriculture Committee. We will launch an organizing effort to lobby the committee in the coming weeks.
We will do everything we can to continue to support the Tennessee campaign!
In Our Backyard: Maryland and Virginia Update
In Summer 2006, we hosted an office opening party and a campaign briefing in our Washington, D.C. office. This started a flurry of discussion about the need for a campaign in our two neighboring states.
Many of the local activists from northern Virginia have faced their own obstacles to getting the prosthetic care they need. They worked with the ACA throughout the fall to form a campaign committee to advance a bill in Virginia. The committee members reached out to legislators to raise awareness and identify a bill sponsor.
In December, it all paid off when the ACA met with Senator Patricia Ticer's office. Thanks to the efforts of local volunteers, she agreed to introduce SB 931! The ACA is continuing to work with the committee to lobby for this important legislation.
We challenge ACA members, activists and the community partners in Maryland to come forward and help form a campaign committee to introduce a bill. Be a part of history!

You are only too aware of the daunting obstacles to prosthetic care that are faced by people with limb loss. This obviously has a devastating emotional and physical impact on both amputees, and their families. We at the ACA are committed to improving access to appropriate prosthetic care, and with your help we will achieve this goal!
* 6 states have passed prosthetic parity into law.
* 12 states are working with the ACA to advance a bill in the 2007 session.
* 11 states are working with the ACA to push for legislation in the 2008 session.
A total of 29 states - over half of the country - are now part of the national campaign. e
We are incredibly excited about this amazing success! We will continue to do everything in our power to ensure that every amputee has access to the care that he or she needs. And we'll continue to conduct research, produce materials, organize meetings, attend hearings, coordinate rallies, and, of course, offer day-to-day technical assistance to all of the 23 state campaign committees. Volunteering is a great way to meet other people while working to influence policy change for people with limb loss across the country!
The reason why I volunteer is to help people who are not as fortunate as I am when it comes to prosthetic coverage, says E. Preston Ferguson, Jr. I want to see insurance companies pay for prosthetic services because it promotes better health and faster healing.
The volunteer program enables the ACA to provide additional resources to the 23 states that are working to advance legislation, including data entry of new petitions and making calls to activists and engaging them around a key vote or encouraging them to attend a lobby day.
The Washington, D.C., office has a monthly volunteer opportunity on the third Wednesday of each month from 6:30 p.m. to 8:30 p.m. Dinner and refreshments are provided. In addition, volunteers who participate in any three volunteer opportunities will receive two free movie tickets! Mark your calendars now for Wednesday, March 21, April 18 and May 16!
We are also working with the Pennsylvania campaign committee to organize a Day of Action, when local volunteers will come together to help advance the state bill and lend support to the national campaign.
