C6 - C 7 hernia

Text:
A friend of mine had a car accident a few years ago, had cervical spinal
problems and was seen and treated for it.
A second car accident (which did not seem to create a problem at the time)
happened 6 months ago. She did not seek medical treatment.
Recently she developed numbness in the arm and severe neck pain and sought
for medical aid.
CT-Results as described by her neurologist:
3 cervical disks deteriorated, 1 severe herniation, C6 and C7 need to be
surgically fused. In the interim traction of 10 to 12 # was prescribed. A
cervical brace was not prescribed.
She hopes to avoid surgery.
Her future was painted as severely limited in regards to her typical
activities (she's a marathon runner). She may not run any more, she may not be doing
lots of other activities (which at the present time of acute pain she cannot
do anyway).
She (living in western NY but willing to travel for this purpose) would like
to get a second opinion by a known and renowned specialist.
Can you advise me or provide me with your experience regarding such cases
and/or an address of a specialized clinic, specialized medical expert, please?
Thank you,
