DATELINE: April 1, 2005

An insider has revealed a secret government memo that confirms what was
heretofore been dismissed as a conspiracy theory in O&P circles.

For the past several years, relentless premium increases have plagued
the OandP industry for medical and Workers' Comp insurance. Employee
payroll and benefits and all other costs of doing business continue to
rise. Meanwhile, reimbursement for orthotic and prosthetic services has
continued to erode, led primarily by cuts in Medicare rates for many
services. Other pay sources are following suit.

Despite official statements that quality O&P care is desired, actual
policy seemed to indicate the opposite, causing much confusion..

Finally, unnamed sources now confirm that a few years ago, the
government secretly decreed that O&P profession is to be considered
non-profit with regard to reimbursement levels. Unfortunately, the IRS
was never notified and to this day continues to treat O&P businesses as
if they are for profit entities. This explains everything!
