Subject: SB 77
COPA and AOPA Join Forces to Defeat SB 77
In an unprecedented level of cooperation and proactive response, the
California Orthotics Association and its national affiliate, the American
Association of Orthotics and Prosthetics have been successful in
defeating SB 77, the physical therapists scope of practice extension
bill. On Monday, January 12, 2004, the bill was pulled from committee by
the author. Because the bill must pass its first policy committee by
January 31 and today's hearing was the last hearing scheduled, the bill
is no longer viable without rules waivers.
The opposition to the measure included: California Orthotics and
Prosthetics Association (COPA), American Orthotic and Prosthetic
Association (AOPA), American Academy of Orthotists and Prosthetists
(AAOP), California Chiropractic Association (CCA), California Medical
Association (CMA), California Society of Plastic Surgeons, Inc. (CSPS),
Union of American Physicians and Dentists (UAPD), California Orthopaedic
Association (COA), Orthomerica Products, Inc., and the California Society
of Industrial Medicine and Surgery.
Although this measure is dead, the association may choose to reintroduce
the bill or amend its contents into another bill at any time. COPA
members should still prepare opposition letters and sign up at COPA's web
site to be informed if the issue arises again.
COPA wishes to thank its board, numerous COPA members who wrote letters
of opposition, our lobbyist, Nick Medeiros, AOPA Legislative Director,
Walt Gorski and the list serve members who rallied the troops!
