President Bush today unveiled a framework for overhauling the Medicare
program. The 12-page document does not explicitly call for competitive
bidding but instead focuses on various recommendations to provide
seniors with prescription drug coverage. The President added, however,
that today's document builds on his principles released in July 2001,
which did specifically call for competitive bidding for DMEPOS.
