Dear Dr. Fedder:
 With all due respect, there is a measurable and quantifiable difference
between the educational requirements established by ABC and those of BOC.
On-the-job training is not nearly as valuable an educational experience as 4
years of college followed by post baccalaureate studies in one of the
accredited O&P programs and two years of residency under credentialed
practitioners. Certainly you must know that the extra years of required
formal education contribute to stronger reasoning abilities, greater problem
solving and analytical skills and a breadth of knowledge that contribute to
the development of highly capable, clinically trained professionals. Would
you equate the abilities, judgment and skills of a pharmacy tech with at
least two years of relevant education or study to those of a Master's level
Registered Pharmacist? We both know the answer to that question. While I do
not mean at all to detract from the abilities or skills of BOC practitioners,
it is my feeling that, generally speaking, the requirements of certification
for BOC cannot be touted as equivalent to those established by the American
Board for Certification.
  As to your comments to Mr. Barr, who is a respected spokesman for the O&P
profession and an advocate for patients requiring the clinical services of
qualified practitioners, would you try not be so condescending? Mr. Barr
does not need to be certified by BOC or ABC to present his views or his
challenges to our profession, AOPA, NOMA, NASA, the FBI or the CIA. His
comments and opinions are valid ones and are certainly worthy of serious
consideration and hopefully will be supported enthusiastically by all
concerned members of our profession. He should be awarded an honorary
certification for the active role he has played in creating a greater
awareness of the issues confronting practitioners, manufacturers and our
educational institutions.
