Ron,
I respond to your post with due respect. A non vote is not necessarily
a neglect of the issue, but maybe a stronger way of saying NO. Have you
ever had a waiter/waitress that was so bad that you didn't leave a tip?
Or maybe only left that one or two cents tip? There are more ways than
one to voice your opinion.
Me personally, I voted no. But, I know a lot of people (well, a few),
that didn't vote simply on the above mentioned reasons.
I don't think you can call 'apathy' when the emotional issue is so
strong. Besides, a non vote is a NO vote.
