Hi Dan,hope all is well with you.No offense taken in your question! I just determined that you asked the question also thru the O&P Listserve so I am forwarding my reply there as well. Sorry you had recieved twice.

Once I have recieved ample results of the international poll, I will compare the extent or lack of O&P coverages provided by the govt and private insurors that are available in those countries.

On a state by state basis in the USA for example it is fact that O&P coverages are higher in those states that mandate the highest educational standards from O&P providers.Example, Florida Medicaid expanding O&P coverage to adults soon as the direct result of regulation.

Since we can concur that certification does not necessarrily mean qualification, I would like to determine how other non third world countries measure up in coverages comparisons and cost analysis of component parts to the unregulated profession of the USA.

Obviously ,educational standards to obtain that license will also have to be factored. I find it interesting that the quidelines of certification and regulation differ so drastically from country to country and within this country. The definition of standards have been broaden significantly . If I had my choice of a O&P practitioners it would be one that has the highest educational and hands on experience and standards available today--- a licensed O&P professional. Although that would be difficult to find outside of a handfull of states in the USA.

A medicare recepient could possibly end up with a O&P device from a active AOPA member who is non certified and has been previously found guilty of fraud, abuse or false billing practices!! Go figure!

It amazes me that under these conditions of a wide open, unqualified membership to a trade association, professional members of the Academy would consider merging membership associations! Whose reponsibility will it then be to establish the standards of education, oversight and enforcement of the Canons of Ethical Conduct of a new AAOP?

I don't mean to be rude but what is your point? The fact the a country has licensing has nothing to do with the education that a person with that license has. Some guy in India says he had a class in Prosthetics so he is a CPO right? That was an actual question on this board. He figured that he had some classes he is therefore CERTIFIED? Would you rather have an artifical Limb made by a non government licensed Prosthetist form the United States who is Certified by ABC or a person that is government certified in Communist China?
