William G. Barr Amputee Protection Act of 1999

U.S. Congressman Robert Wexler(D-Fla) recently introduced federal legislation which would regulate the orthotic and prosthetic profession.Today,states require indivisuals to get a license before cutting hair ,manicuring nails or running a tattoo parlor. Only a few states require licenses for providing orthotics or prosthetics.This bill ,named after the founder of the Barr Foundation, will have a dramatic impact on preventing fraudulent medicare claims which cost taxpayers over $8 million a year.Wexler said.(open news article attachment in word perfect format)
Anthony T. Barr explains, This important legislation not only will lessen the fraud and abuse in the industry but it also encourages the federal government to require federal standards for practitioners providing custom O&P services.
Once educational requirements and accountablity have been mandated by regulation, efforts can then be made to educate private and governmental reimbursers as to what constitutes a high level of prosthetic and orthotic service and proper reimbursement requirements to provide such high level of service. Presently, pleas for increased O&P coverage fall on deaf ears because there are no mandatory educational requirements ,license or accountability required from providers.

ACA Convention
Representatives from United Amputee Services Association and the Barr
Foundation attended the Reno/ACA Convention on June 24-26. Our Barr
Foundation/UASA Exhibit was a great success. Over 500 people visited the
exhibits. UASA Treasurer- Joshua Sutton and his wife Tylene, UASA Office
Manager- Kara Key and President of the Barr Foundation- Anthony T. Barr
distributed materials.Several BUAAF sponsoring prosthetists and recepients provided thanks to our efforts.
UASA Board Member Renee Roulo made guest appearances between dancing the nights away.
ACA keynote speaker and advocate for people with disabilities,Ted Kennedy Jr., called for consolidation of the political base for civil rights of the disabled. Hey,Ted and ACA,how about supporting Congressman Wexler's Bill H. R. 1938 !!!

Barr United Amputee Assistance Fund
The Barr Foundation and United Amputee Services Association partnership
continues in assisting US applicants. Over 250 amputees have been
prosthetically rehabilitated at less than $1800 per recipient. Over 60 BUAAF
sponsoring prosthetists of amputees in the 34 states continue to make this
domestic effort successful.

Barr Foundation's Mission Goes International
Anthony T, Barr recently returned from Belize Central America on a joint
venture amputee assistance effort with the LEAP Foundation. A prosthetic
team evaluated some 20 amputees and successfully fitted several. A follow-up
trip is planned for August.
Mr. Barr thanked United Amputee Services Association (UASA) based in Orlando
Florida, as their administration partner in this worthwhile mission.
