I think I can speak for the AOPA board when I say that we are fully
supportive of ABC certification and accreditation. However, AOPA operates
in a political environment. Just as it has proven difficult for state
licensure advocates to restrict licensure to ABC practitioners, we find
that Congress is reluctant to give exclusive payment status to ABC folks.

This issue is even more complex since Medicare payments are made to
facilities, not practitioners. This is one of the distinguishing features
of this field.

I have spoken to several Physical Therapists, and Occupational Therapists, their office gets paid, with a staff of P.T.'s or O.T's. The check currently has an individual therapists name on it true, but, the tax ID# is that of the clinic. The therapist does not want to pay tax on all of that when they only get to keep a portion of the total; ie. After expenses and overhead. I am told that is to change and by mid summer, Medicare will pay the P.T. Clinic name and ID#.
 That's the west Texas situation. We aren't that different here.
