Years ago, I handled this very problem for another 17 year old football
player with a swimsuit body garment (upper section) and appropriate
reinforced elastic and dacron vector restraints sewn into the body of the
garment. You can control most of the unwanted movements with this approach
and it will pass mustard at the football safety directors camp.
You likely won't find this device in a catalog, but most formally trained
orthotists will be able to tackle such a project. It won't be cheap, but it
should help solve the problem.
